11/1/17 - Bisbee has reduced the ban to be voluntary only. 10/24/17 - Attorney General Mark Brnovich finds Bisbee's plastic bag ban violates state law. Bisbee has 30 days to repeal the ban or they will lose funding; Initially started a voluntary program implemented to reduce single-use plastic and paper bags. City council then approved ordnance in September 2013.
